1) over full of oil

2) fluid other than oil in the gear case

3)water in the oil.

of the many things my first guess was the oil level but you say it is correct. what about the temperature of it? you could be boiling it. or possibly water in the oil. is it the correct oil?
Oil level is too high or there is blowby in the piston rings
Your Tractor is Bolen Garden tractor. Its specifications are

23 hp Engine

Hydrostatic

54'; Lawn Deck

48'; 2 Stage Snowblower

42'; Garden Tiller

There is no permanent maintenance for this tractor, coz its very old one whether it was refurnished some 5 years back, I can easily assume that you would have used proper oil and it is not over flowed and no water in it, coz these petty things you also can take care of.

it is certainly due to the temparature thing, when any automobile is very old, its capacity for cooling is reduced automatically, when it start up I can tell you sitting here, it would be starting after much time, coz instatly its engine is not warm, but soon as it is started, it began to heat up, and as it is heated up, temparature of your oil also increases, and viscocity is then reducing, coz we all know viscocity of engine oil is too high, which is usefull to make all parts run smoothly even on high temparature when parts n bearings moves, but as engine is hot instantly, its viscocity is lowered dow and this cause increase in volume of oil and which is not fitted into oil box and it oozes out along with foams created due to that temparature, you sahould get rid of it, I know some one who want to buy this sort of tractor, you can contact him and buy a new one.
I would check the oil filter, or lines if it has an external one.
when it foams you have alot of water in the oil, some how it got in, you will have to drain it and change filter. then fill it up again to see if that worked, dont run it untill you have done it
